General Grant takes command of all the Federal armies, with headquarters in the field.

It is now considered certain that a call will be made for 300,000 more men.

Great excitement exists in Kentucky. — Gov. Bramlette protests against enlisting negro troops; this fact he has communicated to the President.

Washington March 16 — The President has called for 200,000 troops in addition to the 500,000 called for on the 1st ult.

Gen. Meade returned to the Army of the Potomac on Monday.
